Sketching: When should I use a sharpener, and when a Sandpaddle sharpener?

I'm very new at sketching, and I'd like to know what the best use for a sand paddle sharpener is. Is it just to dull out pencils that come out too sharp, or are there other uses I don't know about? Thanks :)
