Should an exclusive distributorship for a medical company cost money?

got offered a distributorship for 12k, is that usual? they say the 12k should be recouped within 2 months. 38 other distributorships nationwide. cold calling in my teritory. they are making it seem like I'm "interviewing" for the position.
